农户对政策性农业保险理赔评价及影响因素分析——以江苏省养殖业为例

Farmers' Evaluation of Compensation Effect on Policy-Oriented Agricultural Insurance: A Case Study of Aquaculture in Jiangsu Province

本文基于对江苏省883户已获理赔的养殖户的实地调研,采用模糊综合评价法分析目前江苏省政策性农业保险实际推广中不同类型农业经营主体对当前政策性农业保险的理赔评价,并实证检验影响农户理赔评价的各类因素。研究发现:农业保险理赔仍存在较大的优化空间,其中小农户改进空间更大;中央财政补贴险种对两类农户支持较好;农业保险弥补成本能力设计不足主要是由于保险金额确定不合理;农户对理赔效率较满意,但网点设立不足。中央补贴影响、农户基本特征、农户对农业保险认知特征、参加农业培训频率对不同农业经营主体评价理赔效果具有显著影响。在此基础上进一步提出政策支持建议。

Based on the field survey of 883 aquaculture farmers who have had access to agricultural insurance claims in Jiangsu P rovince,this paper takes the farmers who have participated in the local financial subsidy insurance system of aquaculture industry in Jiangsu P rovince as the research object,and the farmers who have participated in the central financial subsidies as a reference.It investigates the farmers’evaluation of the policy-oriented agricultural insurance claims and its influencing factors in Jiangsu P rovince.The results show that much space for improvement exists for agricultural insurance claims especially for the small farming households.Tow kinds of households are better supported by the central financial subsidies.The deficiencies in the design of agricultural insurance compensating cost capacity are mainly caused by the unreasonable lower insurance premium.Farming households are more satisfied with claims treatment efficiency than the sparse distributions of agency network.The central government subsidies,households characteristics,the households’cognition of agricultural insurance and the frequency of households’participation in the farming technique training all have significant influences on the evaluation on the insurance claims by various types of farming households.P olicy support suggestions are offered based on the above investigations.
