摘要
社会转型期的中国高等教育质量保障体系建设带有明显的政府驱动型特征。行政动员和项目制是政府应对高等教育质量问题的两种主要手段。经过长期实践,政府的行政动员和项目制互为表里,相互作用,逐渐定型为一种以政府行政权力为核心,以频繁的指令性要求为驱动力量,以繁杂的质量保障项目为载体,以评估作为合法化路径的一元化的技术治理格局。这种质量保障方式内生于中国独特的政治和行政体制,是为"体制化的技术治理"。社会转型期的大学制度是体制化的技术治理得以产生和运作的制度根源。从大学制度入手进行深层次和整体性变革是持续提高高等教育质量的根本。
The higher education quality assurance system in China was guided by the government on the background of social transformation period. Administrative mobilization and project system were the two main approaches adopted by the government dealing with the problems of higher education quality. In the long-term practice, the interaction of admin- istrative power mobilization and project system gradually formed one-dimensional technologi- cal governance centered by governmental administrative power, moved by frequent mandato- ry requirements, supported by complex quality projects and legitimated by evaluation ap- proach. This was embedded in China's political and administrative system, which is named institutionalized technological governance. The formation and operation of institutionalized technological governance were originated from the university system in the transformation period. Only deep and holistic innovation of the current university system could improve higher education quality continuously.
