摘要
随着《高等学校学术委员会规程》的出台,由学术委员会——专门委员会——学术分委员会构建的教授治学组织架构初步形成。但《规程》未对不同类型高校的架构模式作出选择性的制度安排,为增进学术治理的针对性和实效性,对不同类型高校教授治学组织架构模式进行再设计就有了必要与可能。研究型大学、教学型大学和教学研究型大学在功能目标、结构属性及教授群体规模等方面的特征差异,决定了各自在教授治学集权度上底部下沉、上层治理与均衡治理的区别,以及由此而形成的组织架构模式的多样化选择。
With the introduction of the Regulations of Academic Committee of Colleges and Universities, the organization structure of professors' academic governance built by the academic committee-special committee-academic sub-committee was initially formed. But the Regulations didn't arrange the selective system for the structure models of different types of universities. In order to enhance the academic governance target and effectiveness, there are necessity and possibility to redesign the organization structure models of professors' academ- ic governance. The characteristic distinction of function goal, structure attribute and profes- sor scale in research-focused university, teaching-oriented university, teaching and research university determines its difference of power-distribution degree among core downward, up- per management and balanced governance, developing the diversified choice of organization structure models.
