省域高水平大学建设政策是国家重点大学政策的延伸和发展,其实质是在省域高等教育中实施非均衡发展战略,目的是缩小与先进地区的差距,原则是坚持扶优扶强,路径是重点大学培育发展计划。广东省高水平大学建设政策坚持效率优先、自上而下、多元发展的价值选择,为广东省高等教育发展注入了新的活力。但在实施过程中,高水平大学遴选标准的缺失,建设的目标悖论,物质、精神和制度文化建设的统一以及发展效率与公平之间的关系仍是值得关注的问题。

The policy of provincial high-level university is closely related to the policy of national key university, whose essence is disequilibrium development strategy in the provin-cial higher education. Its purpose is to narrow the gap with advanced areas, with the principle to support the priority and the strong, by making the plan to foster the key university. The policy of Guangdong high-level university adheres to such value orientation as efficiency first, top-down management, and diversification development, which would inject new vital- ity and motivation to the development of Guangdong higher education. However, there＇ re also some problems to solve, such as lack of selection criteria for the high-level university, paradox of construction objective, integrity of material, spiritual and system culture construction and the relationship between development performance and fairness.
