摘要
为对接和策应"双一流"建设,各地竞相出台了专项政策以支持省域高水平大学建设。从北京、上海、广东出台的相关政策及其实践来看,我国省域高水平大学建设正积极探索建立具有国际竞争力的人才制度、办学资源优化配置机制以及以扩权和绩效为核心的管理体制机制,在人才集聚、资源配置和管理创新等体制机制方面有所突破;但从国际视角出发,在落实人才培养中心地位、经费来源多样化、自主办学等方面还存在一些问题,需进一步研究和改进。
In order to take the lead in the construction of the "Double First-class", many provinces have issued special policies to support provincial high-level university construction. From the policies of provincial high-level university construction in Beijing, Shanghai and Guangdong, it showed that these provinces were actively exploring the establishment of talent system with international competitiveness, the allocation mechanism to optimize the resources, the power expansion and performance-oriented management system and mechanism. It did have a breakthrough in talents accumulation, resource allocation and management innovation. However, the provincial high-level university construction needed further research and improvement in the implementation of talents training as the center, diversification of funding sources and running schools independently from an international perspective.
