摘要
通过申请林权首次登记、个人之间的林权转移登记、个人林权抵押登记和林权补换证4个方面的案例分析,对林权类不动产登记工作进行研究。通过分析案例,提出存在档案移交及数据整合推进缓慢,登记的权利类型与实际不符,外业调查与权籍调查没有统一,林权监管与登记职责缺乏衔接,林权类不动产登记业务系统模块不完善等问题。结合工作实际,提出了建立档案资料查询互用机制,尽快打通数据通道,进一步明确登记的权利类型,合并开展权籍调查工作,有序办理林权类不动产登记业务等措施及建议。
This paper elaborates the forest ownership of real estate work from four aspects of forest owner- ship first time registration, personal transformation of forest ownership, mortgage registration of personal forest ownership and changing certificates. Through the case analysis, the problems e. g. file transfer and data integration left behind, the registration of forest ownership does not match with the actual, non unity of field and ownership investigation, non convergence of forest ownership registration and manage- ment, imperfect of forest ownership registration system, were put forward. Therefore, This article carried out suggestions for Kunming forest rights registration proposes, such as establish archives and data inquiry system, open data channel as soon as possible, further clarifying the forest ownership type, developing ownership investigation, orderly conducting forest ownership of real estate registration.
