国外城市再生资源环境押金制实践及经验借鉴

Practice and Beneficial Enlightenments on Environmental Deposit System of Renewable Resources at Abroad

指出了环境押金制度作为实现生产者责任延伸制度的有效手段,也是城市再生资源回收利用领域有效的低成本经济手段。系统分析了城市再生资源环境押金制的整体实施情况,并比较研究了德国、瑞典、美国和挪威等国家再生资源环境押金制的实践。在此基础上提出了推动我国实施城市再生资源环境押金制的经验借鉴。

The environmental deposit system, as an effective means to realize the extended producer responsibility, is an effective low--cost economic means in the field of the recovery of renewable resources. This paper systematically analyzed the overall implementation of the city renewable resources environment deposit system. In addition, it fur- ther studied the renewable resources environmental deposit system practice in some other typical countries such as Germany, Sweden, the United States and Norway. Finally, this paper put forward the beneficial enlightenments on promoting the implementation of renewable resources and environment deposit system in China.
