地名管理中的多维价值诉求

Multi-values Claim in Geographic Name Management

自古以来地名管理就是治国理政的重要内容,在国家治理中具有重要的价值导向功能。缘于当代中国经济发展、社会结构、利益格局、思想观念的深刻调整与变革,地名管理的现有法规与规章已完全不能适应当前面临的新形势、新挑战,急需加以修订。在地名管理中存在着便民价值、管理价值、政治价值、文化价值、资源价值等多重价值,而不同价值诉求提出了不同的管理原则,彼此之间的矛盾与冲突在所难免。因此,在修订《地名管理条例》过程中必须注意平衡不同价值诉求及其衍生出的管理原则之间的矛盾冲突,并从基本原则、管理体制、制度体系和协调机制等方面对地名管理进行制度安排。

Place -name administration is of vital significance in value orientation and has been the impor- tant part of governance affairs. Due to the adjustment and reform of economic development, social struc- ture, interest pattern, ideological concept, the existing regulations and rules cannot adapt to the new situ- ations and challenges faced by place - name administration. There are convenience values for the people, management value, political value, cultural value, resource value in place- name administration, while these multi -values post different management principles along with conflicts and contradiction. Hence during the amendment of regulations on place -name administration, it essential to pay attention to the balance between the appeal of different values and their deriving management principles. The institutional arrangement for place - name administration from the perspective of basic principles, management sys- tem, institutional system and coordination mechanism is of importance as well.
