精准扶贫推进中项目扶贫的实践探索与路径优化

党的十八大以来,党中央高度重视扶贫工作,把扶贫开发摆到了治国理政的重要位置,提出了精准扶贫、精准脱贫的基本方略,将我国扶贫开发推进到一个全新的阶段。但是,在精准扶贫方略实施过程中,如何解决好"扶持谁""谁来扶""怎么扶"等问题,真正做到对症下药,精准施策,仍存在认识上的困惑和实践中的难题。为此,本刊特邀几位学者对精准扶贫方略进行了理论分析,对精准扶贫推进过程中项目扶贫的实践探索与路径优化、开发扶贫的难点与对策,以及文化扶贫的困境与路径等问题进行了专题研究,以期为精准扶贫方略的有效实施提供参考。

Since the 18th National Congress of the Communist Party of China,the Party Central Committee has paid high attention to poverty relief work,and put the effort of poverty relief and development on the important position in managing state affairs.The basic strategy of'targeted poverty alleviation and targeted overcoming poverty'has been raised,and now the effort of poverty relief and development in China has been boosted into a brand new period.But,in the process of implementing the strategy of targeted poverty relief,there still exist the perplexity in cognition and difficulty in practice regarding to the problems'assisting who?','who assist?',and'how to assist?',if the poverty relief work should be done with exact policy and precise effect.Therefore,this journal has invited several scholars to make theoretical analysis on the strategy of targeted poverty relief,and we have done research on the problems in the process of promoting targeted poverty relief,such as the practical exploration and route optimization in project poverty alleviation,difficulties and countermeasures in exploitation poverty alleviation,and dilemmas and paths in culture poverty alleviation etc.We hope that this can provide some reference to the effective application of the strategy of targeted poverty relief.
