公民社会视角下的乡(镇)社会治理变迁

The Change of Social Governance of Villages and Towns from the View of Citizen Society

党的十八届三中全会将社会治理上升到国家治理体系的新高度,政府与社会共治是社会管理模式的创新和发展。在乡(镇)社会治理中,需要通过协调公民相关力量及乡(镇)政府关系来改变传统的"差序格局"。通过政府角色转变,设计与建构具有较高社会公信力、回应力和整合力的公共部门,创新我国乡(镇)社区管理的价值理念,推动社区社会治理结构的优化。

In the Third Plenary Session of the 18th CPC Central Committee, the Party has raised the social governance to a new height in the national governance system. The co-govern-ance between the government and the society is the innovation and development of the social management mode. In the social governance of villages and towns, the traditional ＂ difference pattern＂ needs to change by coordinating the citizens＇ related powers, and the government of villages and towns. By changing the role of government, designing and building the public sec-tors with a sound social credibility, response force and integration force, and making an inno-vation of the value concept in rural community management, then we will push the structure of community social governance optimized.
