国际民族法的效力是国际民族法对其指向对象所产生的影响或作用,是一个纷繁庞杂又协调互济的效能体系。它客观上存在效力位阶和效力冲突,可以按照根本性调适规则和一般性调适规则予以协调适用。其与国际民族法的基本特性密切关联,却不可据之认定国际民族法的软法或者硬法属性。

The legal effects of international nationality law are the influences or actions of international na-tionality law on its objects, which a complex and coordinated system of efficiency. It has the effect grade and effect conflict in fact,which can be applied in accordance with the fundamental adjustment rules and the general adjustment rules. It has close relations with the basic characteristics of international nationality law,but can not be used to determine the soft or hard attribute of international nationality law.
