中蒙俄三国的贸易结构优化对于"中蒙俄经济走廊"的纵深发展至关重要。中蒙俄经济走廊的初衷在于改善贸易结构,增强三国的贸易互补和全面合作,这一背景通过《建设中蒙俄经济走廊规划纲要》关于深化中蒙俄三国的经贸合作目标予以明晰,而全面改善三国的贸易结构无疑是实现这一目标的重要前提。目前三国的贸易结构存在相互依赖程度不平衡加剧的贸易结构单一,非关税贸易壁垒和基础设施障碍导致的贸易结构劣化,经济合作层次较低致使的初级产品盛行三大问题。为此提出针对平衡三国的贸易依赖性、降低非关税贸易壁垒,加强通关基础设施建设,利用辽宁自贸试验区契机,共建三国跨境自贸区的建议,期冀提速"中蒙俄经济走廊"的全面发展。

The optimization of trade structure around China , Mongolia and Russia is essential for depth development of “ the Economic Corridor of China-Mongolia and Russia ” . The original intention of the Economic Corridor of China-Mongolia and Russia is to improve the trade structure and enhance the trade complementarity and comprehensive cooperation of the three countries. This background through the goal of ‘ the construction of Economic Corridor of China-Mongolia and Russia’ on deepening the ob-jectives economic and trade cooperation around China , Mongolia and Russia to be clear. Improving the trade structure of the three countries is undoubtedly an important prerequisite for achieving that goal. At present, the trade structure of the three countries has three major problems arising from the single trade structure intensified by unbalanced interdependence, the deterioration of the trade structure caused by the barriers to infrastructure and the non-tariff trade barriers, and the prevalence of primary products caused by lower level of economic cooperation. To this e n d, it is proposed to balance the trade depend-ence of the three countries, reduce non-tariff trade barriers, strengthen the construction of customs clearance infrastructure, using the opportunity of Liaoning P F T Z , and build the three countries cross-border free trade area, and speed up the “the Economic Corridor of China-Mongolia and Russia” in the comprehensive development.
