差异化发展战略下的体系重构:开放大学的体制创新探索

System Reconstruction under Differential Development Strategy:Innovation and Exploration of the System of Open University

由于管理体制和运行机制的缺陷,系统内部同质化发展以及电大教育游移于地方经济社会发展的态势,严重制约着由广播电视大学到开放大学的转型进程。如何立足地方,更好地服务区域经济社会发展,体现地方电大的存在价值,是开放大学建设的重要基点。实施差异化发展战略,引导开放大学体系内成员走特色化发展之路,最终实现系统的重构,也就成为一种必然选择。对此,本文以江苏开放大学为例,以"特色学院"建设为切入点,从差异化发展的现实依据、战略考量和效应预期等方面,就系统的资源配置方式、组织形态等问题作了探讨,以期为开放大学体系建设提供借鉴。

Due to the defect of management system and operational mechanism, the trend of homogeneous development inside the system, and Radio ＆ TV University being free from the local economic and social development, severely restricts the transforma-tion of Radio ＆ TV University to Open University. It is an important basis for the construction of Open University to better serve the regional economic and social development based on the local in order to manifest its value of existence. It is also an inevitable choice for Open University to implement the development strategy of differentiation,leading the members of Open University sys-tem to the path of characteristic development,so as to realize system reconstruction. Taking Jiangsu Open University as an exam-ple , from the point of ’’ college with special characteristics’’ construction, the resource allocation pattern of the system and organi-zation form are discussed in terms of the realistic basis, strategic consideration and effect expectation of differential development, in order to provide reference for Open University system construction.
