区域性中医药科创中心模式研究

在大力发展科技创新的背景下,上海市浦东新区卫生计生委开展了区域性中医药科创中心模式研究,探讨了在中医药科技创新发展的体制机制改革、创新人才发展、创新软环境建设等方面的实践经验。本研究通过完善组织方式和运行机制、编制"中心"建设相关配套文件、组建"中心"研发团队、启动中医药研发创新专项、开展全方面技术服务和知识产权服务、加大产业化及推介应用服务等方法,将科创中心逐步建设完善。发现"专业决策、职业管理"的组织管理模式,"引导式众筹、跨行业协作、市场化激励"的运作模式,以及"注重服务、需求导向"的项目管理模式,有利于区域性中医药科创中心建设的顺利推进。

With great effort to promote innovation of science and technology in the whole country, Shanghai Pudong New Area Health and Family Planning Commission carries out the research on the pattern of regional science and tech- nology innovation center of TCM. This article is written to discuss the practical experience of TCM science and technol- ogy innovation, regarding the reform of mechanism and system, human resource development innovation, soft environ- ment construction for innovation. The organizers gradually improve the center by developing organization mode and op- erating mechanism, preparing relevant documents, setting up research teams, starting up projects of TCM research inno- vation and providing full technical service, intellectual property service, increasing industrialization and promotion of applied services. This article concludes the below factors benefit the construction of TCM regional science and technol- ogy innovation center： professional decision and management in organization; guided crowdfunding,cross-industry cooperation and marketization incentive in operation; service focused and demand orientation in project management.
