韩国高等教育与区域产业需求协同发展的政策设计——基于PRIME项目的考察

A Study on Coordinated Development Policy Design of Higher Education and Regional Industry Needs in Korea——Based on the Analysis of PRIME Project

21世纪以来,世界各国不断采取各种措施推动高等教育与区域产业需求协同共生式发展。2015年,韩国教育部正式颁布和实施"基于产业需求的教育衔接项目"(PRIME)。PRIME项目为期三年,共投入2 012亿韩元,2016年韩国正式从全国五个区域遴选出21所四年制普通本科高校作为项目入选高校,其中包括9所社会需要型先导示范大学(大型)和12所创造基础型先导示范大学(小型)。入选高校均需按照产业发展的要求在招生数量、学科设置、课程设计和教学管理等方面进行全方位的改革。韩国政府在PRIME项目的实施和管理方面扮演着重要角色,也保障了项目的科学性、民主性和可操作性。

Since the 21 st century,the world continues to take various measures to pro-mote the collaborative symbiotic development of higher education and the regional industri-al demands.The Ministry of Education of South Korean developed and implemented theProject of PRIME in 2015.The PRIME project for three years has been invested a total ofKRW 201.2 billion yuan,21 four-year regular undergraduate institutions were selected asthe project samples from five regions in the country in 2016,which includes 9 society needsof pilot demonstration university（large）and 12 creation basis of pilot demonstration uni-versity（small）,selected universities all need to follow the requirements of the industrial de-velopment of all-round reforms in the number of students,discipline,curriculum designand teaching management.Korean government plays an important role in the implementa-tion and the management of PRIME project,protecting the science,democracy and operabil-ity of the project.
