This paper deals with a methodology in which adult investigation is involved in the Global Entrepreneurship Monitor （GEM） research program. The program stipulates that we sample the adults for investigation by means of random dialing or interview to obtain the data needed to calculate the Total Entrepreneurial Activities （TEA） index. The paper also suggests that under the condition that both the fixed-line telephone and mobile phone equally occupy the market, if we do the investigation by randomly dialing telephones, samples are obtained from the two telephone networks sampling frames at the same time to calculate the TEA index by utilizing Hartle Estimator. Finally the paper discusses how to obtain adult individuals＇ inverse samples from the mobile phone sampling frame and adult group inverse sample from the fixed telephone sampling frame, to construct the estimator of the Total Entrepreneurial Activity index by using Hartle Estimator, and shows how to estimate the variance of that estimator.
