Four Strategies for Smog Pollution Control

灰霾治理是当前经济社会发展中的一项重大工程,也成为社会各界关注的焦点。政府决策部门既要保持战略定力,按既定部署有条不紊、坚定不移地推动各项工作,又要积极有效回应民众呼声,回答重大争议,并在大量研究支撑基础上厘清思路、调整政策、明确重点。本文分析了治霾进程中的一些突出问题,提出持久施治、科学施治、协同施治和标本兼治四大策略,为相关决策提供参考。

Smog control is an important action nowadays, and has become the focus of attention by the public. In this case, the government should not only have a composure to promote each task under a framework of consistent and specific strategies in an orderly way, but also respond to public concerns and make policies more determinate and more scientific on the basis of a number of studies. This paper analyzes some key problems towards related policies making and implementing, and puts forward four principles called lasting treatment, scientific decisions, cooperative actions, and seeking both temporary and permanent solutions for the reference.
