“美丽指数”的构建与实证——以杭州市桐庐县为例

The construction and empirical research on "beauty index"——A case study of Tonglu county in Hangzhou

从"客观美丽"和"主观美丽"相互协同的视角,构建"美丽指数"的综合评价体系,充分评价杭州市5个县(市、区)的美丽建设进程。以桐庐县为实证对象,计算得出的"美丽指数"能够客观反映自然生态、健康环境、基础设施等领域的表现,以及调查受访者对环境、服务、公共设施、社会和谐的满意状况。在此基础上,因地制宜强化桐庐县在健康环境、基础设施、城乡环境等方面的优势,继续推进环境治理、垃圾处置、特色小镇的工作;同时,着力改善自然生态、绩效结构、物质精神等方面的弱势,侧重环境质量综合指数、服务转型、老龄工作的提升。

From the integrated perspectives of ＂ objective beauty＂ and ＂ subjective beauty＂,this paper constructs a comprehensive evaluation system of ＂ beauty index＂ to fully evaluate the beauty construction process of 5 counties（cities and districts） in Hangzhou.With Tonglu county as the empirical object,this paper calculates ＂ beauty index＂ which can objectively reflect the performance of natural ecology,healthy environment and basic infrastructure as well as the respondents’ satisfaction about the environment,service,public facilities and social harmony.Based on these results,measures are offered to strengthen Tonglu county’ s advantages on healthy environment,basic infrastructure,urban and rural environment by continually promoting environmental governance,garbage disposal and characteristic towns.
