种养业废弃物资源化循环利用生态补偿机制研究 被引量:4

摘要 种养业废弃物资源化循环利用生态补偿有利于减轻种养业对生态环境的压力、推动区域整体发展、促进种植业和养殖业可持续协调发展。研究认为,应以重大生态建设工程项目的形式将项目区种养业废弃物资源化循环利用生态补偿机制视为整体进行构建;在框架设计方面,以中央政府和地方政府作为补偿主体,以从事种植业和养殖业的大户、家庭农场、合作社和龙头企业等作为补偿客体,以资金补偿、政策补偿、技术补偿以及智力补偿等作为补偿方式,科学确定补偿标准;在配套措施方面,应保证生态补偿的长期性和稳定性,构建多元化的融资渠道和资金补偿措施,加强地方政府间横向协调,建立完善的绩效评估体系,实现生态补偿的代际分配。 Waste recycling ecological compensation of planting and breeding industries is beneficial to reducing the pressure on the ecological environment,improving regional overall development and promoting the sustainable and coordinated development of the farming and aquaculture industry.The paper puts forward that waste recycling ecological compensation mechanism should be constructed in the form of major ecological construction project.As for framework design,the compensation standard should be scientifically determined with the central government and local government as the compensation subjects and with major planting and breeding households,family farm,agricultural cooperatives and leading agribusinesses as the compensation object and with financial compensation,policy compensation,technical compensation and intellectual compensation as compensation methods.As for supporting measures,we should ensure the persistence and stability of ecological compensation,construct diversified financing channels and fund compensation measures,strengthen the horizontal coordination in local governments,establish a sound performance evaluation system and realize the inter-generational distribution of ecological compensation.
