The Practice and Enlightenment on Urban Management Innovation——A Case Study of the Neighborhood Council of Chongchuan District in Nantong City

伴随城市化进程的深入,我国城市结构日益复杂化,城市管理面临管理服务滞后、群众多元诉求回应难、管理方式陈旧等方面问题,客观上对城市管理创新提出了需求。近年来,南通市崇川区创设的城市街坊议事会,以街坊商户为主体,通过居民群众协商议事,形成"政府主导、同行参与、商户参与"的城市共治共管新格局,这在消解城市管理困境方面取得了明显成效,从而能为我国城市管理创新提供重要的现实启迪。

With the depth of the urbanization process, the urban structure is increasingly complex. Thus urban management is facing some issues such as management services lag, the difficult to respond to the multiple demands of masses , obsolete management and so on. These problems objectively put forward the demand for urban management innovation. In recent years, the neighborhood council created by Chongchuan District in Nantong city which made neighborhood businesses as the main body, through the residents to discuss the proceedings, formed a new pattern of urban management of ＂government - led, peer participation, business participation＂. This has made remarkable achievements in digesting the dilemma of urban management, which can provide important practical inspiration for China＇ s urban management innovation.
