学术不端行为及其治理研究——以2010-2016年国内学界文献研究为综述对象

Study of Academic Misconducts and Corresponding Governance——Taking Domestic Academic Documentary Researches from 2010 to 2016 as the Overview Object

本文对2010-2016年国内学者文献中研究学术不端的行为及其治理观点进行综述,在此基础上,提出对此命题后继研究的相关建议。文章从概念界定、原因分析、责任追究和治理策略四个方面构篇。从内涵及特征上厘清学术不端概念界定的范围并强调需注意的误区;从宏观、中观、微观三个方面进行学术不端原因分析以求多层次的剖析解构;从道义、行政和法律责任的检视中梳理学术不端责任追究的方式并寻求惩戒体制的健全;从我国的实际出发探索学术不端的综合治理模式以选择正确的治理路径。

This paper sketches the studies on academic misconduct and opinions on governance in domestic scholars＇ documents from 2010 to 2016. Based on that, relevant suggestions on the topic are put forward for future researches. This paper is composed of concept definition, reason analysis, accountability and governance steps taken. The concept of academic misconduct is specified in terms of connotation and features. What＇ s more, misunderstanding needed to be noticed is emphasized. In addition, the paper analyzes the causes of academic misconduct from micro, medium and macro perspectives for the purpose of multi - level analysis. This paper also explores the ways to affix responsibility for academic misconduct, which is examined by morality, administration and legal liabihty, and pursues for improvement of punishment system. Besides, the general governance model for academic misconduct is explored in the paper based on the reality of China in order to choose right governance paths.
