公共交通系统安全审计应用研究--以合肥为例

Research on application of safety audit in public transportation——A case study of Hefei

为了将公共交通安全事故消灭于萌芽状态,最大限度地降低其发生可能性,研究将安全审计法引入到公共交通系统安全优化中.以合肥为例,分析了公共交通事故特性和诱因,从主动控制的角度,提出了公共交通安全审计的设想,探讨了公共交通安全审计内容和基本方法,设计了公共交通安全审计清单,并依据此清单对2014年和2015年合肥市公共交通系统进行了安全审计和针对性整治.结果表明:2014年、2015年分别与2013年相比,合肥公共交通系统事故起数分别减少了55.17%、58.32%,每千公里事故费分别下降了61.91%、57.35%,上报事故间隔里程分别增长了138.61%、142.3%.通过对公共交通系统进行审计,可以确定公共交通系统潜在的安全隐患,进而能制定行之有效的安全对策,确保公共交通运营安全.

In order to avoid accidents in public transportation and reduce the accident rate,this paper introduces safety audit into safety management of public transportation system.Taking Hefei as an example,the paper first analyzes the characteristics and inducements of accidents in public transportation.From the perspective of the active control,it proposes the application of safety audit,explores the contents and basic methods,and designs checklist of safety audit in public transportation system.The proposed safety audit method in public transportation is applied to the public transportation system of Hefei in 2014 2015.The analysis results show that,after the application of safety audit,accidents related to public transportation decreased by 55.17%,58.32%;accident costs were reduced by 61.91%,57.35%;the reported accident mileage intervals increased by 138.61%,142.3%,in 2014 2015than in 2013.Through the safety audit in public transportation system,the potential safety hazard can be identified;then appropriate safety countermeasures can be applied to reduce accident and ensure public transportation safety.
