摘要
随着经济社会和高等教育发展,地方高校向应用型高校转变势在必行。教师绩效评价体系能够有效引导和激励教师转型,有利于促进地方普通本科高校转型发展。目前,地方高校现行教师绩效评价体系在素质评价、教学评价、科研评价和社会服务评价等方面与建设应用型高校的要求相悖离。因此,要从确立地方高校转型发展战略、明确应用型高校教师胜任素质、教学评价更重视专业实践教学、科研评价更重视应用性研究、社会服务评价更重视企业与行业服务和树立发展性评价理念六方面着手,构建以地方高校转型发展战略为导向的高校教师绩效评价体系,推动地方普通本科高校向应用型转变。
With the development of economy,society and higher education,it is imperative for Local Universities to transform into application-based ones.With the performance evaluation system for teachers,it is possible to guide and encourage the teachers' transformation in an effective manner and facilitate the transformation of local general higher education institutions.At present,current performance evaluation system for teachers in Local Universities deviate from the requirements for building local universities in terms of quality evaluation,teaching evaluation,scientific research evaluation and social service evaluation. Hence,it is necessary to set out to build a performance evaluation system for teachers of higher education institutions targeting the transformation development strategy of Local Universities from six aspects,including establishing the transformation development strategy of Local Universities,clarifying the competence quality of teachers of application-based higher education institutions,and attaching more emphasis on specialized practice teaching in teaching evaluation,on application-based research in scientific research evaluation and on enterprise and industrial service in social service evaluation,and setting the development evaluationconcept,thus driving the transformation of local universities into applied universities.
