基于PEST-SWOT新医改背景下我国公私合营模式医院发展战略研究

A Study on the Development Strategy of Chinese Public Private Partnership Hospital under the Background of New Medical Reform Based on PEST-SWOT Analysis

近年来伴随着新医改的实施,国家陆续出台了多项关于鼓励和支持社会资本办医加快公立医院改革的措施。PPP(Public—Private—Partnership)公私合营模式做为社会资本办医的主要模式和途径之一,在各地兴未艾,作为新生事物的公私合营医院,要怎样充分利用原有公立医院的优势资源,和社会资本办医的灵活机制等优势,规避重复竞争、市场定位重叠等劣势。本文利用波特五力模型和SWOT分析法,采取差异化竞争战略,根据不同的外部情况组合,提出相应的发展战略和措施,为公私合营模式医院的发展提供借鉴。

In recent years, with the implementation of the new medical reform, the state has introduced a great many of measures with regard to encourage and support social capital investment in hospitals and accelerate public hospital reform. PPP（ Public-Private -Partnership） mode, as the main mode and one of ways for social capital investment in hospitals, is in the ascendant across regions. How will new Public-Private-Partnership hospitals take full advantage of superior resources from original public hospital and the flexi- ble mechanism from social capital investment in hospitals, and meanwhile evade disadvantages of repeated competitions, market posi- tioning overlap, By means of Porter＇s Five Forces Model and SWOT analysis, the paper adopts the differential competitive strategy that intends to propose corresponding development strategies and measures in accordance with the combination of different external circum- stances, so as to provide reference for the development of public-private -partnership hospitals.
