关于《广东省自主创新促进条例》立法后评估的若干思考

Some Reflections on the After-legislation Evaluation of "Regulations on the Promotion of Independent Innovation of Guangdong Province"

介绍了立法后评估的发展过程、在立法活动中的重要意义及广东省立法后评估的现状,提出对《广东省自主创新促进条例》及时开展立法后评估的建议,并重点对评估主体、评估内容、评估方法等几个关键问题进行阐述,还对完善广东省地方科技立法评估工作提出几点建议。

This paper introduces the developing process, significance of after-legislation evaluation and its development status in Guangdong Province. Then it proposes carrying out the post evaluation of ＂Regulations on the Promotion of Independent Innovation of Guangdong Province＂ and expounds some key problems such as evaluation subject, evaluation content, evalua- tion method and so on. Finally, it puts forward some suggestions on the local science and technology legislation evaluation for Guangdong.
