摘要
上海自贸区是中国对接国际社会的平台,应完善现有的就业许可制度。现有的就业许可制度存在就业机会不平等、非法就业及低端人才居多的问题,造成这些问题的原因有移民政策不完善、缺乏行业标准、多头管理等。借鉴德国管理经验,上海自贸区应采取宽严相济的移民政策,分类制定行业标准,设立移民局替代机构并促进各部门协作等举措来完善我国的外国人就业许可制度。
As Pilot Free Trade Zone is a platform to show ourself, so we are supposed to improve the dis- advantages of the employment permit system.Now the employment permit system are with the problem of defective immigration policy, lacking occupation standard and no clear management, which result to the unfair chance of employment, illegal employment and vast proportion of Low-end talents.Based on the experience of german, we should take measures , such as carrying out immigration policy of severity tempered with gentleness,making occupationstandard and harmonizing relative sections, to set a good example for other provinces.
