上海深化国企改革的实践探索及发展路径

The Exploration and Practice of Shanghai Deepening the Reform of State-Owned Enterprises

十八届三中全会的召开又一次吹响了深化国企改革的号角,上海作为全国的国资重镇率先进行了国企改革的有力尝试,为全国其他地方的国企改革起到了标杆和示范作用。为提高上海国企的活力和竞争力,上海要大力发展混合所有制、实施分类监管、优化国资布局结构、对国企领导人进行长效激励以及推行国际化战略。上海国企改革中的一系列大胆尝试与创新在促进上海国企发展的同时,也为全国其他地方的国企改革提供了经验借鉴。

The Third Plenary Session of the 18th CPC Central Committee deepen the reform of SOE once again.As a leading city which has many SOE, Shanghai took the powerful attempt of reform of SOE, which will set a good example to other cities of the country.In order to improve the vitality and competitiveness of SOE, Shanghai proposed that vigorously developing the mixed ownership, the implementa- tion of classification regulation, optimizing the layout of state-owned assets structure, implementing the internationalization strategy and the long-term incentive to SOE＇s leaders. The series of attempts and innovations promote the development of SOE in Shanghai, but also provide experience for the rest of our country＇s reform of SOE.
