Developing low carbon economy,under the condition of market economy,is inseparable from the active participation of enterprises or capital. According to the circulation formula of Marx＇s view about the construction of low carbon economy,we may found that there are five essential points： the investment and founds; the productive materials,especially the innovation in energy fields; the cultivation of low-carbon-labor; the innovation of low carbon production process and the low carbon product creation as well as its application propaganda.
