摘要
随着生态文明的发展、主体功能区跨区域补偿的加剧,以及生态补偿地域差异的出现,传统的生态补偿方式已经无法满足主体功能区的利益诉求。主体功能区为了保障自身的生态效益、经济效益和社会效益,必须保证持续有效的发展,并加强跨区域补偿协调机制的构建。重点选取了补偿协调的经济维度、政治维度、社会维度和文化维度进行剖析,通过比较分析得到补偿协调四个维度之间的差异,最后,基于生态文明视角提出跨区域生态补偿的协调路径,以实现林业可持续发展和协调。
The traditional way of eco-compensation cannot suit the demands of the interests of the main functional areas with the development of ecological civilization,the aggravation of main functional area cross-regional compensation and the regional difference of eco-compensation. This paper focuses on the analysis of the economic compensation on main functional areas strengthen the construction of regional compensation mechanism for the sake of ecological benefit,economic benefit,social benefit and sustained effective development. Economic dimension,political dimension,social dimension and the cultural dimension are selected through the comparative analysis of the differences between four dimensions of compensation coordinate. At last,cross-regional eco-compensation coordinated path is put forward based on ecological civilization perspective to achieve sustainable forestry development and coordination. harmony and sustainable development of forestry.
