构建城乡统筹规划管理体制机制的思考与探索——基于成都市的研究

Research on the Construction of Urban and Rural Overa Planning Management System --A Research from Chengdu

构建城乡统筹规划管理体制机制是破除长期以来形成的城乡二元分割格局，促进城乡经济社会快速协调发展的重要课题。本文以成都市的实践为依据，通过实证研究，分析了当前城乡统筹规划管理方面存在的体制机制障碍，以及由此造成的诸多问题，然后分析了构建城乡统筹规划管理体制机制面临的障碍，最后从完善地方法规体系、决策机制、执行标准以及监督机制等各方面提出了构建城乡统筹的新型规划管理体制机制的系统措施，试图在规划管理模式转变和体制机制创新上进行有益的探索。

Construction of urban and rural overall planning management system is an important subject to get rid of the long-established urban-rural dual pattern, and to promote the coordinating urban-rural economic and social development in a high speed. Based on the practice of Chengdu, this paper analyzes the current institutional obstacles in the urban and rural overall planning and management, the problems caused by these obstacles, and the difficulties facing the construction of urban and rural overall planning management system. It puts forward concrete measures from the aspects of improving local legal system, decision-making mechanism, operative standards and supervising mechanism to establish a new planning management system for urban and rural overall planning, attempting to carry on a beneficial exploration into the planning management mode transformation and institutional innovation.
