海峡两岸资源回收基金政策比较

Comparison of Recycling Fund Polices on Both Sides of Taiwan Strait

对我国大陆的电器电子产品处理基金与台湾资源回收管理基金进行比较,发现大陆资源回收范围较窄,政策目标未与清除处理衔接且不明确、难以衡量,法律法规功能划分与体系化程度不足,决策主体责任分散,执行机制效率较低,费率计算随意性大,导致基金征收与补贴失衡。建议确立废弃物清理及资源回收一体化目标;环境保护部门为主要负责部门,并以基金管理委员会为回收基金决策组织;完善法律法规体系;建立多元开放回收网络;建立统计体系并实施全面信息公开。

We compared the waste recycling fund policy of Taiwan province and the waste electrical and electronic equipment fund of the mainland and found that the resources recovery range of the mainland is relatively narrow,the target of the policy is not connected with the waste disposal target and unclear and hard to measurable,the law system is not functionally divided and unsystematic,the responsibility of decision maker is dispersal,the execution efficiency is low,and the rate decision-making is too random.All these leaded to a fund deficit.The suggestions were put forward including establishing an integrate target for waste disposal and recycle,making the Ministry of Environmental Protection as the mainly responsible department and making the fund management committee as decision-making organization for the fund,perfecting the laws and regu- lations system,building an open and multi-participation recycle network,and building a statistical system and fully implementing the information disclosure.
