摘要
高校的"双一流"建设为内地高校明确国际化发展方向。创双一流大学势必以人才建校为核心,一流的教师队伍则是一流人才培养的中流砥柱,需要科学合理的人事薪酬制度作为有力保障。香港公立高校受惠于政府高投入和宏观资源规划的拨款机制,通过完善灵活、体现学科差异的薪酬福利分配制度,探索出一条依法自主治校的当代高校国际化发展特色之路。有鉴于此,文章通过分析香港公立高校拨款机制,深入探讨其人事薪酬制度改革之道,旨在为内地高校科学化、合理化、人性化的人事薪酬制度建设提供具有借鉴意义的思路和方法。
"Dual First- rate" higher education orientation has directed Chinese universities towards internationalization. To a- chieve this goal, it strikes the significance of talent cultivation, whilst the "First - rate" cohort of teaching faculty is the solid backup to cultivate the "First - rate" students, scientific and reasonable personnel pay system as a strong guarantee. Hang Kong state - funded universities have benefited from an effective budget appropriation scheme as is renowned for its high input and macro - planning of fiscal resources. This mechanism helps to evolve the unique personnel and pay system with remarkable flexibility and scientific stratification. For that, I-long Kong state - funded universities are heading towards a lawful and autonomous governing track with characteristics of the internationalization development in contemporary universities. In view of Hang Kong' s successful scenario, this paper inquires into the university budge appropriation scheme and makes an in - depth analysis of the personnel and pay system reform of Hong Kong state - funded university, which provides a referential guidance and approach for mainland universities to develop their scientific, applicable and humanistic personnel and pay system.
