民国时期高等教育行政决策的基本范式及治理启示

摘要 历史地看,民国时期的高等教育行政决策具有某些可取之处,尤其是其"学为政本"的决策范式与价值取向,在相当程度上彰显了高等教育决策所应追求的专业科学特性、学者主导地位和民主开放氛围。以史为鉴,在当前的高等教育改革发展中,我们有必要深入研究、认真总结和理性借鉴民国时期高等教育决策的经典案例及其有益启示,以助益于高等教育"去行政化"的治理变革和中国特色现代大学制度的建设。 From the perspective of history, some positive elements can be found from the administrative decision - making of higher education in the Republic of China. Especially, the paradigm and the relative value orientation of the decision - making that are char- acterized as taking academy as the basic of public administration are important. The mode manifests the professionalism of the subjects, the predominance of the scholars and the democratic and open atmosphere, which should be pursued in the course of administrative de- cision - making in higher education. History can be taken as a mirror, so a further study, a careful generalization and a rational refer- ence of the classical educational cases involving the administrative decision - making of higher education in the period of the Republic of China are essential to the current educational reform of the higher education. And they are also of great help to the educational de - administration innovation in higher education and the construction of the modern university system with Chinese characteristics.
