摘要
大学教师作为大学内部最重要的利益相关者,应该享有参与学校内部治理的权力,即学术权力、民主管理权力和民主监督权力。事实上,教师治理权力实现程度较低,教师权力停留于教授权力,学术权力停留于咨询审议,民主治理和监督权力停留于制度。为真正实现教师权力,应将学术权力实施主体从群体转移到个人,突出学术组织决策权,提升民主治理和保障能力,为民主监督创造条件,从而张扬教师在大学内部治理中的权力。
As the most important stakeholders in the university, teachers should have the right to participate in the internal govern- ance, that is, the academic power, democratic management power and democratic supervision power. Indeed the possibility of realizing teachers' governance powers is low, for teachers' power stays at the teaching power, academic power stays at the consultation and de- liberation, and democratic governance and supervision powers remain at the institutional level. In order to truly realize teachers' power, we must transfer academic power from group to individual, focus on promoting decision - making power of academic organization, enhance capabilities of democracy management and support, and create conditions for democratic supervision. Then the teachers' power in the internal governance of the university can be publicized.
