教育治理现代化视域下政府教育管理职能的转变

The Transformation of Government Educational Management Function from the Perspective of Modernization of Educational Governance

教育治理现代化是国家治理体系现代化的重要内容。教育治理现代化强调政府、学校、市场、教育中介组织等对教育公共事务的共同参与,为政府的教育管理职能的转变提供新的路径。目前,我国政府的教育管理职能的转变面临政府职能转变不到位、学校的自主性欠缺及教育中介组织发育不成熟等问题。要更好地推进政府教育管理职能的转变,政府需要调整其教育行政的价值目标、优化自身的组织结构和调整其职能范围以及履职方式。学校应完善自身的管理体制,建立现代学校制度。教育中介组织需要加强自身能力建设,提高承接政府转移以及职能的能力。

Modernization of educational governance is an important part of national governance system modernization. The moderni- zation of educational governance emphasizes the participation of the government, the school, the market, the educational intermediary organization, and so on, which provides a new path for the transformation of the government＇ s educational management functions. But at present, the transformation of government educational management function is facing the problems such as the imperfect transforma- tion of government functions, the lack of autonomy of school and the immature development of educational intermediary organizations. In order to promote the transformation of government educational management function, the government should adjust the value target of its educational administration, optimize its organizational structure and adjust its scope of functions and ways of performing its duties. The school should improve its own management system and establish modern school system. Educational intermediary organizations need to strengthen their capacity building and improve their abilities to undertake the transferred functions of government.
