湖南省新一轮合乡强镇治理模式的重构研究

Reconstruction Research on the Renewed Township Governance Mode of Hunan Province

虽然上一轮的湖南省合乡强镇治理模式的改革取得了一些进展,但是一些具体的制度策略以及政权下放受到了一系列的阻碍作用。本文采用PEST分析法,从政治、经济、社会以及技术四个方面对治理模式下的环境及影响因素进行分析,探索乡镇创新治理改革项目所取得的进展以及存在的问题,从把握政府放权的监管力度,重构乡镇治理监管原则,完善乡镇区域各要素功能平衡等方面提出了一些扩权强镇的重构改革对策,希望能从源头上提高政府工作效率。

Although the reform of strengthening township by assembling villages has made some progress, it is not easily to perform some specific institutional strategies and power distribution. By using PEST analysis method, this paper analyzes the environment and influencing factors under the governance mode from four aspects of politics, economy, society and technology, and explores the progress and problems in the reform of township governance. Accordingly, hoping to enhance the work efficiency from the source, the author puts forward some countermeasures for the reconstruction and the reform of strengthening town from the following aspects： the supervision degree of government power distribution, reconstructing supervision rules, improving the functional balance of every factors in villages and towns.
