中美比较视角下我国数字经济发展的对策建议

Actively Respond to the “Digital Economy”: the Gap between China and the United States,Causes and Countermeasures

数字经济发展已引起全球广泛关注,而美国在此方面布局更早、更全面。美国在支持数字经济发展方面主要采取了注重互联网产业的整体布局,积极推行大数据与云计算战略,推进工业与能源等领域的互联网应用,强化信息(数字)基础设施建设,重视技术研发、专利和知识产权保护和积极推动实验室产品转化为市场产品等政策措施。当前,我国在数字经济发展在总量、创新能力、产业发展和监管方面存在较大差距。对比而言,我国需要加大投入力度,更加重视顶层设计,有效推进数字经济的发展。

The digital economy has attracted worldwide attention,and the layout of the digital economy industry in the United States is more comprehensive. At present,there is a significant gap between China and the United States in the digital economy,and the gap exists in the total amount,innovation ability,industrial development,government regulation and other aspects. The reason is that the United States is more specific in policy guidance： including infrastructure,network security and other aspects have taken more feasible policy initiatives. In contrast,the Chinese government needs to increase investment,pay more attention to the top-level design,and effectively promote the development of the digital economy.
