“一带一路”背景下中国——东盟产能合作重点及推进策略

A Study on the Key Areas and Promotion Strategy of the China-ASEAN Capacity Cooperation under the Belt and Road Initiative

"一带一路"国家倡议的纵深推进,为推动我国与东盟各国开展产能合作搭建了重要平台。目前,我国与东盟国家的产能合作已有一定基础,未来产能合作的重点领域主要为能源资源产业、基础设施产业、装备制造产业、清洁能源产业、生物精加工与研发产业和电子信息产业。为进一步推进中国—东盟产能合作,应完善产能合作政策支持体系、科学规划产能合作领域、加快建立产能合作评估监测体系、增加资本输出以带动双边产能合作、积极建设中国—东盟跨境经济合作区、支持中小企业"走出去"以扩大"轻资产"合作范围。

By providing an important platform,the development of Belt and Road Initiative National Strategy helps to promote the China-ASEAN capacity cooperation successfully. At present,there has certain basis for the cooperation between China and ASEAN countries. The key areas of future capacity cooperation mainly include energy source industry,infrastructure industry,facilities manufacturing industry; clean recourses industry and biological finishing and research and development industry as well as electronic information industry.In order to further promote the China-ASEAN capacity cooperation,we should improve the policy-support system of capacity cooperation,make scientific plans on the cooperative areas,and accelerate the building of evaluation and supervision system on capacity cooperation. Besides,we should also increase capital output to drive the bilateral capacity cooperation and actively develop the China-ASEAN Cross-Border Economic Cooperation Areas,and support the small and medium-sized enterprises go global to enlarge the cooperative scale of light assets.
