Level Measurement and Promotion Path Selection of New-type Urbanization——Taking Jilin Province as An Example

以东北地区农业大省吉林省为考察对象,通过公平、效率、质量、人口四大类指标的设计,科学构建测度新型城镇化水平的评价体系,全面评价和衡量省内各地区的新型城镇化水平,为其有的放矢地推进新型城镇化建设提供参考。吉林省推进新型城镇化建设的路径为:以效率、公平、和谐发展为指导,寻求政府推动与市场导向的协调型新型城镇化发展路径。在推进过程中,处理好效率和公平的关系,不同的发展阶段各有侧重,做到"人"的城镇化;把公共资源向农村转移,实现城乡一体,和谐发展。主要着力点为:激活地区经济发展与推动产业创新转型结合起来;打造"以人为核心"的公共服务与基础设施供给水平的均等化模式;探索新型城镇化与新农村建设协调发展的模式,突出区域城镇化的特色,实现各地区城镇化发展路径的合理设计。

Based on the design the four major categories of indicators such as fairness, efficiency, quality and population, Jilin Province, as a big agricultural province in Northeast, is the target to be studied in this paper to scientifically establish an evaluation system to comprehensively measure the new-type urbanization of various re- gions in the province in order to provide a reference for the promotion of the construction of new-type urbaniza- tion. The path of the promotion of the new-type urbanization construction in Jilin Province is the one with the co- ordination of government promotion and market orientation based on efficiency, fairness and harmonious develop- ment. During the process of advancing, it is necessary to deal with the relationship between efficiency and fair- ness. The emphasis should be placed in different stages so as to achieve the urbanization of human being. The public resources should be distributed to the rural areas in order to achieve the integration and harmonious devel- opment of urban and rural regions. The focuses are： to activate the regional economic development should be in- tegrated with the promotion of the transformation of industrial innovation; an equalization model is to be created with the ＂people-centered＂ public service and infrastructure supply ; the model of the coordinated development of new-type urbanization and new rural construction is to be explored highlighting the characteristics of regional ur- banization in order to achieve the rational design of the urbanization development path in different regions.
