一流的制度才能吸引一流的学者,一流的学者才能造就一流的学科。制度建设对学科建设具有重要意义。当前我国一流学科建设面临"路径依赖"的制度困境,"重资源投入、轻制度建设"将会阻滞一流学科建设的有效进行,因此建设一流学科需要变革旧体制、建立新制度。学院治理是一流学科建设的制度基础,其目的是建立现代学院制度,在协调"校院关系"基础上重点进行教师聘任、院长选拔和财务制度改革,以期优化一流学科建设的制度环境。

Only the first-class system can attract first-class scholars, and only first-class scholars can create the first-class disciplines. System construction is of great significance to the disciplines construc- tion. At present, the construction of first-class disciplines in our country is faced with the dilemma of ＂path dependence＂, and the overstress on resource investment rather than system construction will block the effective construction of first-class disciplines. To construct the first-class disciplines, the traditional system needs to be reformed, and a new system is to be established. School governance is the system foundation of first-class disciplines construction. Its aim is to establish a modern school system, in which the system environment of first-class disciplines construction can be optimized by reforming the teacher appointment system, the dean selection system and the financial system based on the coordination of ＂school-university ＂relationship.
