网络行政问责的特征测度与运行效果——基于149个案例的实证研究

Characteristics Measurement and Operation Effect of Network Administrative Accountability: A Perspective of Accountability Procedures with An Empirical Analysis of 149 Cases

以问责程序为视角,通过对2008 2014年人民网舆情频道案例库案例的定量分析,测度网络行政问责的特征和效果。研究发现,网络行政问责发起、处理的效率逐年提高;发起工具主要是网络论坛发帖和微博、博客曝光;问责内容侧重领导干部或公务员的"恶劣言行""选拔任用""生活作风"等;问责原因以违反执业规范和行政违规为主,多属事中和事后的监督;问责对象指向处级以下领导干部;问责结果多涉及停职和免职等。结果表明,网络公众和传统媒体不断融合,共同促进问责效率提高;建立从网络公共舆论到党政部门启动问责的衔接机制,细化实体行政问责制度,将有助于进一步提高网络行政问责的效果。

It measured the characteristics and effects of network administrative accountability through quantitative analysis of cases collected by the public sentiment monitoring room of People＇ s Daily Online from 2008 to 2014 and from the per- spective of accountability procedures in this paper. The study found that the efficiency of starting and treatment （ in- creased year by year） of network administration accountability was improved year by year, launching tools were mainly network forum posting and micro-blog exposure, accountability content focused on bad words and deeds, selection and appointment, life style leading of cadres or civil servants, accountability reasons were mainly violation of the norms of practice and administrative violations, and accountability results were mainly suspension and dismissal. Results showed the efficiency of network administration accountability was improved with continuing convergence between public network and traditional media. It will be further improved if linking mechanism is built from the network public opinion to ac- countability initiated by government departments, and the system of administrative accountability is further refined.
