Improve Intra-Party Regulations in Strengthening Party Self-Governance on System Basis

坚持思想建党和制度治党相结合,凸显和深化制度治党,是党的十八大以来全面从严治党的突出内容和鲜明特点,也是加强党内法规制度建设的强大动力和根本遵循。在深化制度治党中完善党内法规制度,必须正确认识和处理一系列辩证关系:依法治国与制度治党、依规治党的关系,坚持统筹推进、一体建设;党纪与法律的关系,坚持纪在法前、纪严于法;"破"与"立"的关系,坚持"破"字当头、"立"在其中;信任与监督的关系,坚持制度激励和制度监督有机统一;制度与道德的关系,坚持以思想道德建设涵养党内法规制度。深化制度改革,以改革创新精神加快补齐党内法规制度短板,是深化制度治党、坚持依规治党的重中之重。

The Communist Party of China has exercised comprehensive and strict self - governance in every as- pect since holding its 18th national congress, which seeks inner development through combining the Party＇ s ideo- logical building with strengthening Party self - govemance on system basis. The efforts protrude and deepen the process of building the Party on system basis, setting up the driving force and guidelines for the construction of intra - Party rules and regulations. The paper argues that there are five pairs of dialectical relations that should be cor- rectly understood and applied with in the process. The first is the relation among the rule of law, Party self - gov- ernance on system basis, rule - based Party governance, which should promote the coordinated development and in- tegrated construction. The second is the relation between the Party discipline and national laws, which should insist that the discipline be stricter than the laws. The third is relation between breaking through the old and establishing the new, which should encourage development and evolution. The fourth is the relation between trust and supervi- sion, which should integrate institutional incentives with supervision. The fifth is the relation between institution and ethics, which focus on supplementing the intra -Party rules and regulations with ideological and moral con- struction. The paper concludes that the Party should employ the spirit of reform and innovation to deepen system re- form by shoring up areas of weakness in intra - Party rules and regulations, striving to establish a relatively eom- plete regulatory system and strengthen Party self- governance.
