"有序"是多层次多领域拓展公共参与的一个重要命题,其实则蕴含了对原则的遵循与把握,公共参与有序化的现代推进是中西现代化进程中共通的时代命题。立足当代中国语境,提出推进公共参与有序化,要坚持自我文化和他者文化的互动、主导参与和渐进参与的互构、公共理性和个体理性的互融、民主激励和效率激励的互嵌,从逻辑上回应公共参与有序化的现实推进和发展趋向,有利于实现公民参与进程中"扩大"与"有序"的勾连。
