精准扶贫下农村反贫困末端治理的可持续性研究

The Study on Sustainability of Terminal Treatment of Rural Anti-Poverty under Targeted Poverty Alleviation

实现扶贫效果的可持续性是精准扶贫的内在要求,精准扶贫的可持续性则取决于农村反贫困末端治理的可持续性。而末端治理的可持续性又体现为村级组织自身的可持续性、村级组织与政府关系的可持续性、村级组织与村民关系的可持续性、村级组织与社会组织关系的可持续性以及村级组织与企业关系的可持续性。基于村级组织与其他各扶贫主体关系之间出现的不可持续性表现及原因分析,有针对性地提出在精准扶贫的目标下实现村级组织与各主体间利益相容的合宜路径。

To achieve sustainable poverty alleviation the inherent requirement of taking targeted measures to help people lift themselves out of poverty, which depends on the sustainability of the treatments to rural anti - pov- erty terminals. Furthermore, the sustainability of the terminal treatments mainly depends on the sustainability of vil- lage - level organizations and that of the relation among village and enterprises. The paper analyses the performance and - level organizations, villagers, social organizations causes of the unsustainability of relation between village level organizations and other anti - poverty subjects, and proposes a suitable path targeted to combining the interests of village - level organizations with that of other subjects under targeted poverty alleviation.
