文章论述了在我国省、市级公共图书馆开展读者决策采购PDA(Patron Driven Acquisition)的必要性,以及在开展这项创新业务后,省、市级公共图书馆所面临的的诸多问题如图书采购与流通问题。并以省、市级公共图书馆传统的采购方法与采购流程与读者决策采购相对比,提出解决方案。

This paper discusses the necessity of provincial and municipal the public library PDA purchasing decision（Patron Driven Acquisition）,and in the conduct of the business innovation,the provincial and municipal public libraries are facing many problems of book purchase and circulation. Compared with the traditional purchasing method and purchasing process of the provincial and municipal public libraries,the paper puts forward the solution
