论新建铁路卫生学调查的研究设计

新建铁路开通运营后,将带来一系列卫生学问题。通过开展卫生学调查研究,消除其对铁路客货运输生产和职工、旅客身心健康造成的直接和潜在的影响及危害成为重中之重。过去数年中,铁路行业卫生管理系统开展了有益的探索,推动了相关领域工作,但研究缺乏系统性、规范性依据,未形成行之有效、可操作、可复制的研究机制和设计方案,样本代表性较差难以深入分析,结果具有局限性。基于我国新投产铁路迅猛增长,卫生学调查需求剧增的实际,为提高调查研究的质量、效率、科技含量、资源配置及经济、社会、生态效益,为新建铁路卫生学调查研究设计方案模型,确定实施步骤,建立研究模板,本文从研究意义、目的、内容、方法、预期目标、技术经济指标、依法监管等方面进行了概述,以期为今后铁路行业开展大面积调查研究提供参考标准和和技术依据。

After the operation of the new railway,it will lead to lots of health problems.It becomes the top priority to eliminate the direct and potential influence on the production of railway passenger and cargo transportation,the physical and mental health of passengers and employees,through investigation of hygiene.In past years,health management system of the railway industry has carried out valuable exploration,and promoted related work.But,because lack of systematic research and normative basis,it has not formed the effective operational mechanism,reproducible research schedule.The sample has poor representation and is limited to be deeply analyzed,which leads results have limitations.Because of rapid development of railway in China and the rapid demand of hygiene investigation,in order to improve the quality of investigation and study,the efficiency of resource allocation and the content of science and technology,economic,social and ecological benefits,to design new railway hygiene investigation model,to determine the implementation steps and to establish research panels,this paper studies the significance,purpose,content,methods,goals,technical and economic indicators,supervision according to regulatory and other aspects,in order to provide reference for large area and technology research for the development of future railway industry.
