城乡一体化背景下农民法律意识的提升

The Promotion of Legal Consciousness of Peasant Under the Background of Urban-Rural Intergration

农民作为城乡一体化进程中的重要力量,他们在为社会创造价值的同时,却不能依法行使自己的权益。农民法律意识淡薄与多种因素相关:农村经济条件落后;户籍管理制度滞后;小农思想的限制及对传统文化的遵循;基层执法不严与立法体系的不健全。基于这些因素的影响,农民的法律意识需要通过经济、户籍改革、文化建设与健康公正的农村法治环境来提升,从而有助于农民合法权益得到保障,还能推进社会主义法治社会的建设。

As the important force in the integration of urban areas and rural areas,peasantshave brought about significant social values.However,they cannot have their own legitimate right.The reasons for the weak legal awareness of peasants include：lagging economic situation in countryside,the mismanagement of household registration,the limitation of self-sufficient thought and the obedience to traditional culture,the imperfection of legislation and the weak enforcement of law.Therefore,the improvement of peasants＇ legal awareness should be consistent with the reforms of economy and household registration,cultural construction and legal environment in rural areas.In so doing,it is not only helpful to protect peasants＇ legal rights,but also promote the construction of socialist legal society.
