来华留学教育与中国对外直接投资——基于“一带一路”沿线国家数据的实证研究 被引量:53

Foreign Student Education in China and China Outward Direct Investment——Empirical Evidence from the Countries along “One Belt One Road”

摘要 本文以2003-2014年中国在"一带一路"沿线44个东道国直接投资的面板数据为样本,重点考察了来华留学教育与中国对外直接投资之间的互动关系。研究结果显示:来华留学教育能够显著促进中国对外直接投资,但其对中国对外直接投资的这种促进作用会随着来华留学教育规模的大小和国家间地理距离的远近而发生变化;中国的直接投资资金更多流向了与中国经济发展水平差异较大且水平较低的国家;通过奖学金等相关优惠政策带动来华留学规模的增加则会导致来华留学教育对OFDI的促进效应失灵。因此,本文认为政府应重视来华留学教育在中国对外投资中的促进作用,并在此基础上制定有效的国际人才战略和投资政策,同时进一步优化我国的相关移民政策,此外高校也应改进人才培养模式,从而保证中国对外直接投资持续稳定增长。 Foreign student education in China can promote China Outward Direct Investment(ODI) by reducing investment cost,investment risk and supplying talents.This paper is based on 2003-2014 investment panel data of 44 "One Belt One Road" countries to find out the relationship between foreign student education in China and China ODI.According to the research,we find that the scale of foreign student education in China has an obvious positive effect on China ODI to the students' countries,but this positive effect is changing with the scale of students and geographic distance between countries.Moreover,we find that China has more direct investment in the low level economic development countries; it can also be approved that using preferential policy such as scholarship to attract more foreign student can lead the promoting effect of foreign student education in China on China ODI to be failure.Thus,this paper believe that the government should realize promote effect,initiate efficient policy about international talent and investment,and optimize Chinese immigration policy.In addition,the universities should improve the talent training mode to ensure the steady and sustainable development of China ODI.
