为了找出有利于网络舆论监督对政府开放数据发挥正面作用的途径,通过阐述政府开放数据和网络舆论监督的理论及二者的联系,探讨网络舆论监督参与政府开放数据过程中可能存在的问题,最后借鉴国外相关经验,结合我国国情,给出了完善网络舆论监督参与政府开放数据的意见和策略,期望能给政府开放数据建设的发展带来有益的启示。

In order to find out how the network supervision of public opinion plays a positive role in the opening of government data, the paper describes the theories of government open data and network supervision of public opinion and the relations between the two, discusses the problems during the network supervision involved in the opening of government data, and according to the reality, gives some suggestions and strategies for improvement of network supervision by using the experiences of other countries, aiming at providing some reference for development of government open data,
