摘要
为建设一流创新型高校,需要高校图书馆提供大力支撑。完善高校图书馆内部治理结构是强化职能、提升服务能力的关键。首先,以英国5所具有代表性的大学图书馆为考察对象,通过分析总结,发现英国高校图书馆内部治理结构具有模式多元、制度趋同、求同存异和结构科学等特点。其次,结合我国高校图书馆馆长和委员会博弈模型,构想新形势下适合我国高校图书馆可持续发展的内部治理结构。最后,提出重视立法、成立职能细化型图书馆委员会、组建服务型管理团队、建立监督型党政联席会议、积极扩展外联、强化风险内控机制等建议。
In order to build the first-class innovative universities, it needs the strong supports of university libraries. Improving the internal governance structure is the key to strengthen the functions and enhance the service abilities of university libraries. First of all, five representative university libraries in UK are selected as the object of the study. By analyzing and summarizing, it is found that the characteristics of internal governance structure of university libraries in UK are as following: mode diversity, institutional convergence, seeking common ground while reserving differences and scientific structure. Then, based on the game model of university library directors and committees, the paper proposes an internal governance structure, which may be suitable for the sustainable development of the university libraries under the new situation. Finally, the following recommendations are put forward: attaching importance to legislation, setting up the library committee on functional refinement, building the service-oriented management team, establishing supervising joint meeting of the party and government, expanding outreach actively and strengthening the risk internal control mechanism.
